Systems change programs are not new to Indonesia, but neither are they common, with few experiences and good practices in monitoring and evaluation to draw on. Moreover, the need to use an adaptive management approach in order to facilitate systems change programming has added an additional level of complexity to the design of the monitoring, evaluation and learning framework (MEL) for the program.
The third SIAP SIAGA Partner Reflection Workshop was held virtually on 9 December 2021, with the aim to provide the bottlenecks map, with a presentation of key results which have contributed to the bottleneck updates SIAP SIAGA so partners can provide inputs on how SIAP SIAGA can make improvements to the programs on the AWP 2022.
As part of the Pulih Bersama program, SIAP SIAGA partners have the dual aim of supporting the economic recovery of the poorest communities (in this case Pekka and especially people with disabilities) and other marginalised groups, while testing more sustainable approaches to household income and growth.
With the onset of the COVID-19 pandemic, several SIAP SIAGA partners turned their attention to supporting local communities, and in particular MSMEs, to make use of digital platforms to sustain their economic activities, as well as improve data collection and planning the community.

In line with SIAP SIAGA’s emphasis on learning and knowledge management, grant partners are included in SIAP SIAGA’s politically driven iterative adaptation (PDIA) process (try, review, learn, adapt), including regular evaluation and reflection points. SIAP SIAGA implements Real Time Evaluation (RTE) and Real Time Learning (RTL) with all of its grant partners.
In the early stages of the response, SIAP SIAGA, in collaboration with BPBD East Java Province, the Provincial DRR Forum and its local volunteers from LPBI NU, conducted an initial assessment of needs and challenges in the district government-led response and implementation of early recovery.
