Regional Disaster Documents Can Be Stipulated through Regional Head Regulations


On another occasion, Dewa Made Indra conveyed that ideally, KRB and RPB should become the reference documents in developing the regional development planning document. This agreement point also paves the way for the 2023-2027 Bali Provincial KRB and the 2024-2028 Bali Provincial RPB to be ratified into strategic documents for disaster risk reduction in Bali Province.

Heads of Regional Governments, namely governors, district heads, and mayors, can now issue regulations for the legal basis to stipulate Disaster Risk Assessments (KRB) and Disaster Management Plans (RPB) in their respective regions. With this decision, KRB and RPB at the regional level can now be issued faster.

This is one of the important agreements from a meeting attended by a number of key stakeholders in disaster management in Indonesia on Wednesday (19/6) in Denpasar, Bali. This agreement is in line with the objective of the meeting, which is to build a commitment to agree on an effective and appropriately targeted mechanism for the KRB and RPB issuance process at the provincial and district levels, both specifically in Bali and in general on a national scale.

This meeting, which the SIAP SIAGA Program facilitated, held three presentations and discussion sessions in addition to the agreement signing. The general presentation sessions were delivered by the Deputy for Systems and Strategy of the National Disaster Management Agency (BNPB), Dr. Raditya Jati. S.Si., M.Si, and Acting Director General of Regional Administration Development of the Ministry of Home Affairs (Kemendagri), Dr. Drs. Amran, M.T.

The technical material presentation was divided into two parts. The theme of the first discussion session was “Disaster Management Documents and Implementation Challenges at the Regional Level”, with speakers consisting of the Director of Disaster Risk Evaluation Mapping of BNPB, Dr. Ir. Udrekh, S.E., M.Sc, Director of Disaster Management Strategy Development of BNPB, represented by BNPB Associate Disaster Analyst Expert, Pratomo Cahyo Nugroho, M.T., and Acting Director of Regional Legal Products of the Directorate General (DG) of Regional Autonomy Development of the Ministry of Home Affairs, represented by the Head of the Subdirectorate of Regional Legal Products, Directorate General of Regional Autonomy, Wahyu Perdana Putra. The second session was themed “KRB and RPB and Challenges in Fulfilling Sub-Disaster Affairs SPM at the Regional Level”, with resource persons consisting of the Acting Director of the Disaster Management System of BNPB, dr. Rucky Nurul Wursanty, M.K.M., Acting Director of Synchronisation of Regional Government Affairs III of the Directorate General of Regional Development of the Ministry of Home Affairs (Kemendagri), Wahyu Suharto, and Director of Disaster and Fire Management of the Directorate General of Regional Administration Development of the Ministry of Home Affairs,  represented by the Staff of the Directorate of Disaster Management and Fire Management, Evan Fardianto, S.T., M.A. B.

In addition to the presentation and discussion sessions, the agreement completion report was also signed in this meeting. Also present were representatives of the Bali Provincial Government, namely the Chief Executive of the Bali Provincial Disaster Management Agency (BPBD), Dr. I Made Rentin, AP, M.Si, and the Legal Bureau of Bali Provincial Secretariat, I Putu Suarta, S.H., M.H.

In addition to the point about the form of legalisation of Disaster Management Documents that contain KRB and RPB both at the Provincial and District/City levels with Regional Head Regulations, in following that up, there are 6 (six) other matters agreed between the Ministry of Home Affairs and BNPB. First, refining the KRB Norm, Standard Procedure, and Criteria (NSPK), which means revising the Head of BNPB Regulation (Perka) Number 2 of 2012 concerning the General Guideline for Disaster Risk Assessment by adding that the substance of KRB regulation is stipulated through the regulation of regional heads. Second, the validity period of the RPB should be regulated to follow the period of the Regional Medium-Term Development Plan (RPJMD).

Third, it is necessary to develop a regional regulation on the implementation of disaster management in provinces and districts/cities. Fourth, preparing a monitoring and supervision instrument for provinces to districts/cities related to the effectiveness of the implementation of disaster documents, namely KRB and RPB, in stipulating disaster management policies, especially the fulfilment of Minimum Service Standards (SPM) of basic services in Peace and Public Order and Community Protection of Disaster Subaffairs. Fifth, providing mentoring and assistance to local governments by the Ministry of Home Affairs and BNPB to immediately accelerate the development of KRB and RPB. Sixth,it is necessary to immediately disseminate the learning from the  Bali meeting to all regions in Indonesia.

All parties agreed that the documents produced in Bali would be used as policy and regulatory materials at the national and regional levels. Hopefully, the agreement will not only facilitate and accelerate the ratification of KRB and RPB but also ensure the documents’ quality and the development period are in line with the preparation of the development planning document.
