Joint Monitoring Mission 2024


Entering its fifth year, the SIAP SIAGA Program conducted a Joint Monitoring Mission (JMM) in East Java from 3-5 September 2024. This activity aimed to evaluate performance and discuss achievements and lessons learned with relevant stakeholders. On the first day, a talk show session titled “Moving Together to Strengthen an Inclusive Disaster Management System in East Java” highlighted the significant role of the SIAP SIAGA Program in disaster management and collaboration as the key to achieving the Minimum Service Standards (SPM SUB). Innovations such as Thematic Community Service Programs (KKN) and the Disability Service Unit for Disaster Management (ULD-PB) in East Java support inclusive disaster policies. Additionally, the “Sustainable Resilience House” exhibition facilitated knowledge exchange through booths from SIAP SIAGA partners, focusing on inclusive Resilient Villages (Destana), disaster data management, and multi-stakeholder collaboration in East Java.

On the second day of the Joint Monitoring Mission (JMM), participants, divided into two groups, visited two locations in Pasuruan Regency, East Java (04/09/2024). In Bandaran Village, participants observed a flood disaster simulation involving 450 participants from four villages, demonstrating multi-stakeholder collaboration in accelerating inclusive Resilient Villages and Districts. In Bakalan Village, participants had discussions with the fish farming group Pokdakan Pakwali, showcasing community-based local resilience through fish farming in the river area. Earlier, participants also visited the East Java BPBD office to observe the Disaster Management Operations Control Center (Pusdalops PB), Disaster Education Mobile (Mosipena), and Disaster Education Tent (Tenpina), guided by facilitators from the Disability Service Unit for Disaster Management (ULD-PB). These visits demonstrate the SIAP SIAGA Program’s commitment to supporting best practice learning and strengthening disaster resilience and risk management to be adopted in other regions.

On the third day of the Joint Monitoring Mission (JMM), participants visited Tosari Subdistrict, Pasuruan Regency (5/9/2024), to discuss with stakeholders of the National Strategic Tourism Area of Bromo Tengger Semeru National Park (KSPN TN-BTS). The discussion emphasized the importance of the role of local actors and the wisdom of the Tengger indigenous community in building tourism resilience for sustainability post-disaster. KSPN TN-BTS stakeholders appreciated the contribution of the SIAP SIAGA Program in enhancing disaster resilience and risk management in the area.

JMM concluded with participants reflecting on their experiences during the mission. Key lessons included the significant on-ground impact of the SIAP SIAGA Program, the need for synergy between institutions to avoid program overlap, and the importance of replicating best practices from East Java in other regions.
