
The Tropical Cyclone Seroja event in April 2021 serves as a powerful reminder that this province is highly vulnerable to hydrometeorological disasters, a condition further exacerbated by its hilly topography. The resulting impacts were not limited to physical and infrastructural damage, but also caused social, economic, educational, and basic public service disruptions, as well as a significant loss of life.
However, amidst that emergency, we witnessed a resurgence of solidarity, collaboration, and community resilience. This experience underscores that regional and community resilience is not merely a concept, but an urgent necessity that must be taken seriously.
This book serves not only as documentation, but also as a strategic reference to improve systems, strengthen capacity, and ensure that every lesson learned is translated into better policies and practices in the future.
