The purpose of the real time learning (RTL) exercise was to support the National Disaster Management Agency (BNPB), Ministry of Home Affairs (MoHA) and Ministry of Social Affairs (MoSA) during the Sulawesi Barat (Sulbar) earthquake1 and Kalimantan Selatan (Kalsel) flooding response1 and recovery to assess the role of and challenges faced by volunteers and volunteer organisations and to utilise learning to support improved coherence, clarify and communications among disaster management actors.
